ftp access, restictions and the /etc/ftpusers file

I have added a user (IRIX 6.5.16) with a home directory.

I have added this user to the /etc/ftpusers file with the additional entry "restricted".

When using a shell, I am able to use ftp correctly, however, when using an explorer window, it refuses me with the folloing error:

execv failed: No such file or directory

Does anyone have any ideas?
