FSM7328S set bandwidth limitations on certain port

I hope this is the right forum for this kind of question
otherwise i apology for inconvenience.

We have an Netgear FSM7328S installed in the Computer room and at an Customer premises an Linksys E2000 router and i like to monitor via SNMP if possible and "traffic shape" their data usage since this switch serves several other equipment that need more bandwidth then others.

I connected the Client at port 1 and the other equipment at port 5-10 so i like to monitor the bandwidth usage on port 1 and 5-10 respectively and disable the rest of the ports.

Most importantly of all, how do i limit the bandwidth usage on port 1???, i find something called "interface shaping rate" that can be set from 1-100 what ??? Mbs or % of what ??, the manual is very limited in their explanation.

the parameter is found on netgears web page @ "System" - "Traffic Management" - "Class of Service" - "interface Config".

How can i put port 1 to limit to 512Kbs speed or do i have to set that on the Cisco router longer down the line based on the IP of the E2000 Router Connected to the Switch at port 1??.

The Router our client have is an Linksys E2000 but i have restricted myself from remote control on it at the moment.
