FRx 6.7 rounding

Supposedly servicepack 7 corrects this as per KB921433 BUT it doesn't seem to be fixed. Has anyone else seen this and been able to get it resolved?

When rounding is set to Whole Numbers in the report catalog, it overrides any column layout special formats such as #,##0.00.
