FrontPage Discussion Forum and UrlScan

I have tried to set up a simple FrontPage 2000 Discussion Forum on our Web Server running Win2000 Advanced Server, IIS and UrlScan.

When someone tries to post the FP Discussion Forum they get the following error:

FrontPage Error.
User: please report details to this site's webmaster.
Webmaster: please see the server's application event log for more details.

When I check the Application Log this is the error:

Microsoft FrontPage Server Extensions:
- Error #20002 Message: Cannot open file "00000019.htm" for writing.

and there is also this error in the log:

Microsoft FrontPage Server Extensions:
(OS Error #13 Message: Permission denied)


Does anyone have any idea why this is happening. I have a feeling it has to do with UrlScan.
