Frontpage 2000 not connecting to FP 98 extensions

I have a user with Frontpage 2000 that is not able to connect to our NT 4.0 server running Frontpage 98 extensions. From info on Microsoft's web page, it seems this should work with just a loss of new FP 2000 features. The error he is getting is that he needs authorship permission to access the site.
I am able to connect to it fine with his username and password using Frontpage 98.
Any ideas about how to resolve this?
