Front Page/Win 2000 navigation problems

Just did a simple web site for a client designed with MS Front Page 98. It works fine on a test web site (Apache server). It works fine on my Windows 98 system's IE 5.0 browser and Netscape browser. When the client signed on to the test web site and viewed it on a laptop with IE 5.0 and Windows 2000, the "back" "forward" and "stop" buttons didn't work. Any idea why that happened and how to fix it?
