Front Page Hover Buttons

I have installed Microsoft Front Page on both my regular computer and my laptop. Both have Windows 98. The Hoover Buttons work fine on my regular computer but not my laptop. When I try to preview a hover botton on my laptop in a browser, all I get is a rectangle with a red X in it. Any ideas on what the problem may be.
 
Are you viewing the hover buttons with Internet Explorer? I experimented with hover buttons briefly, but I abandoned them after I saw that they did not work in Netscape. I haven't tried the hover buttons in earlier versions of IE, though; this may be another cause.

When I installed Netscape 6 I thought the problems with hover buttons were over...alas, Netscape 6 moves the text which I carefully placed in the center and middle of the buttons to the lower right hand corner. Hover buttons are nice but troublesome. Back to mouse-overs...
