Front Page Express Not Working

I seem to be still having a problem with Front Page Express. I have the shortcut but when I try to go there, I get a message saying that the fpsrvwin.exe is missing. What can I do to rectify this. I have installed Internet Explorer more than once. This whole problem started when I downloaded IE5.5 when it was in the Beta stage. I would like to design a web page with Front Page Express. I have written on more than one occassion and have yet to receive an answer. This is very frustrating for me or anyone else that may have this problem. I would really appreciate a solution to this problem. I have been waiting months for a solution that is understandable.
