From RGB to CMYK

My first "big" project ... a 24-page monthly newsletter with a 4-page color insert of photos.

The commercial printer scanned in the photos to be used. I edited them, placed them in PageMaker, and took it all back to the printer. The printer told me he will separate the colors.

The printer now tells me I need to convert those photos from RGB to CMYK. How do I do this, please?

Does the conversion take place in the photo editing program (before the photos are placed), or PageMaker?

I have Paint Shop Pro. I also have PhotoShop Basic.
 
Grace: ask the Printer to convert the images RGB-CMYK.
For professional RGB-CMYK conversion you will need
PhotoShop and some experience as well.
The Printer knows his press profiles and he can trim
the RGB source images (copies) in a way that they will
print at least reasonable (always different).
Using CMYK in PM is an additional difficulty, because then
the Color Management System has to be used.
