frm-92150 web client version too new

I am getting the error frm-92150 when I try and access the oracle 9i application.
Setup is as follows oracle 9i database
3 applications servers
load balanced via dynamic wrapper file.
java version 1.4.2
jinitiator version 1.3.1.13
forms applet is 60825

I have tried to clear jar cache from p.c and rerun but same error occurrs.
How can I track the real error or any other suggestions appreciated.
I can access database using the static wrapper file no problem, just getting error through dynamic address like

http://<host>:,<portnumber>/dev60cgi/f60cgi?config=fred
