FRL's/NCOS

Any advice would be greatly appreciated. I built 4 RLI's using TOD [time of day schedules]. This was designed to only allow certain phones to call specific area codes at specific times. Unfortunately, this is affecting the entire office. I used FRL 4 for each RLI. So if I make each Mgr's phone greater then FRL 4, then these restrictions will not apply to them. When I look at the Mgrs phones [do a TNB], it only lists their NCOS and TGAR. How do I increase their FRL to be greater then 5?
