Frequency out of range

I have a PC that keeps getting frequency out of range error that shuts the PC down. It is the "server" for a peer-to-peer network working with two other PCs. I have eliminated wiring in the wall, two-way radios near the monitor, and PC speakers near the monitor. I started out with a Dell Optiplex PC with a generic monitor and swapped the monitor with a Dell brand monitor. Then I swapped the hard drive into a Micron PC. The error seems to be triggered by dialing into the PC through PCAnywhere where the PC is in host mode. The PC uses McAfee antivirus.
 
I'm no expert, but it sounds like a monitor somewhere has its vertical scan or refresh rate set too high for its resolution. Try manually lowering this at the monitor via its menu buttons, or set the screen area to a lesser amount. My suggestions are what I would try myself. If incorrect, I welcome corrections to my rather limited knowledge. Andy.
