freezing on boot up

please help, i have win98SE with 2 IDE hard drives. When i boot up/start my PC somtimes it freezes/hangs when its loaded the wallpaper and before it loads the desktop icons, and a long line of small green bars appears accross the very top of the screen, on top of the wallpaper. I have to use reset button to make it start up again.This can sometimes happen 5 or 6 times in a row. Any ideas what could be causing this.??? many thanks.
 
Can you start in safe-mode alright?
I would think that it as a driver problem. Possibly the graphics card.
Have you updated all of your drivers?
