freeze pane many rows 1

I select the first three rows of my spreadsheet and select windows --> freeze pane

it freezed the first 19 rows, what am I missing and did I do something wrong??

If you want the first three rows frozen and no columns frozen,click on cell A4, then Windows > Freeze Panes
