This is doubtful; however, sometimes if you buy a book on COBOL you can get a COBOL compiler. It usually isn't a production quality compiler though.
A lot depends if you want one for the PC and if you want it to be object oreinted or not. You could go to the
comp.lang.cobol newsgroup and look for the information on the newsgroup information FAQ page. They list a lot of companies that make compilers like IBM, fujitsu, etc. I think Mr Kline keeps that updated.
I still have an older Student version of personal Micro-Focus object oriented compiler I bought for about $45.00. I never did use any of the object oriented stuff. To get a production compiler of the same version is around $100.00. That company was taken over by another company though. The company that took them over still sells that version though. You have to look around to find it.
