Freeseating inverted dial tone

Hi Guys I have set up several free seat extension through Extension Manager all work well But one gives standard dial tone all the others give inverted D/tone.
There is no diversion set the only difference that I can see is on a SUSIP is ADD INFO NEU ACT on the standard dial tone one
I am running BC12 Sp8
any ideas thanks
