I've not seen anything free that comes anywhere close to FP. However you could have a look here:
In the past I've used 1st Page 2000 (though that's for HTML editing rather than wysiwyg type page creation) - I see this now has a new version out

Google (or use search engine of choice) for 'wysiwyg html free editor'. You'll find several editors including Amaya. (I haven't used most of them). I typically use notepad or Dreamweaver (not free).
I can't recommend one without knowing what you're trying to accomplish and your knowledge of html.
