Free of charging announcement

HI,
I would like to know is it possible to define free of charge annoncement in MD 110 PBX (We have EDSS signalization).
I would like to play annoncement without sending "B answer" massage and after that when the agent from ACD group take the call to send "B answer" to start charging .

For the dialer thats outside to hear the announcement
a b-answer has to be sendt towards pstn before it is played .
This is because that a b-channel in the pstn awards the pbx is not connected until a b-answer is received from the pbx sides interface.
Before b-answer there is just a signalling path between the pstn and the pbx (no voice channel) .
