None of the above are free as in "free software". I normally hand-code using Vim (a text editor), but occasionally play with Nvu, which is touted as a free (as in "free software") alternative to the likes of Dreamweaver.
 
1st Page by Eversoft does well for me. they used to have a free version.
 
But if you have a popular Windows operating system, then you have Notepad. So, I use Notepad. It was free. I could download another free notepad, but then I would have to go look for it. And it would still be for the Windows, which I paid for but had free Notepad bundled.
 
I like the free Homesite program. Of course, it is only free if you buy the slow, clumsy, overpriced Dreamweaver program. :)
 
Html-kit works well for me. It has a edit and preview tabs and a built-in FTP client that allows drag-and-drop upload.

There are hundreds of extensions you can download for your particular situation.

100% free.

I use Textpad. It can open larger files than notepad and it colour codes the markup/code you are writing.

I know Arachnophilia's author refers to the program as "careware", but there is also a page explaining this and what freeware is:
To cut to the chase, my programs are freeware. Actually, they are CareWare, but the basic premise of CareWare (people should stop whining) is so idealistic and out-of-date now that I will eventually have to remove all references to CareWare from my programs. Telling modern Internet users to stop whining is like telling them to stop breathing — it seems unrealistic and inhumane.

Yes, I know that. I read it long time ago, because I also used Arachnophilia. Seems that my idealism is stronger then the author's, because I still prefer the CareWare idea.

Anyway the application itself talks only about CareWare.
