Free/Busy Error when trying to add delegates

A user is getting the following Outlook 2003 error when trying to add a delegate to my mailbox through outlook:

"The Delegates settings were not saved correctly. Unable to activate free/busy information"

I tried running the outlook.exe /cleanfreebusy command but got the following error:

"Uable to clean your local free/busy information"

Can anyone assist?
