Free Bulk import tool to MM R.3.0

Hello team.

I have a Q about bulk import tools that are freely available (if any) to import users into MM (MSS) using a list from an Avaya Multivantage PBX. I know we can use ProVision but are there any other more targeted tools that are cheaper or even free?
