Frameset won't show on local db

I am working locally, and I created a frameset for the db that I've created. However, when I am in Notes and I open the database locally, the frameset doesn't come up. Only a list of views that I've created shows. Any suggestions?

Have you tried setting the launch properties for the database. Launch properties both for the web and notes can be set from the File->Database->Properties menu option. Select the launch settings tab in the database properties dialog. It is the 5th tab from the left. The rest should be self explanatory.
