Frameset problems-how to 'call' a brand new one

Hi,
My homepage contains a frameset (top for nav, bottom for content).
However when I click to another section of the site(other than home tab) I want to change frameset (ie both nav and content frames will change)

At the moment, what is happening is when I click another tab on the nav, the frameset containing my new nav and new content is loaded into the bottom frame of my original frameset, thus giving me two nav bars.

How do I overcome this problem?
