Frameset / ASP.NET page problem

I'm developing asp.net pages within Dreamweaver MX and have a problem concerning Framesets. I developed a single aspx page and wanted to add a top frame to the page. Once I added the top frame and tryed to view the pages in iexplore I received a warning that read:

Framesets cannot be previewed when the testing server is remote. Would you like to preview the frameset locally?

Once I click "Yes", It opens the pages, the top frame and the main page, but the asp.net controls do not run.

Does anyone have a clue what's going on here?

do you have the .net framework installed?
