Frames won't show up in Netscape

My latest website is a frames site built with FP98 that shows perfectly in I.E. but not in Netscape. An indivudual page will show up if i type it into the address bar but the main frames index will not. Is this a problem with my Front Page Settings, am i missing and HTML tag or is there a setting in Netscape. I went to other sites with frames and they appeared to be fine so I assume the problem comes from Front Page.

Thanks for any help.
