Frames with dropdown window

Hi all

I have a website with frames - the top frame contains the navigation. The problem is that the dropdown menus in the top frame are not displaying over the other frames.

I've done a search in the forum and a suggestion was to create the dropdowns as divs in all the frames - I'm not too happy with this idea as I am worried about the positioning of the divs in the sub frames - especially as resolution changes.

Does anyone have any other ideas to overcome this?
