Frames, tables, shared borders, or ??

I'm setting up a site with a main page that has 3 frames: header, TOC, and main. Pretty standard. I'd like to have the TOC (left) and the main frame (right) share the border in reference to scrolling.

I don't want 2 scroll bars within the page. I also don't want to manually input the TOC in every page so I thought frames would be best. My header is also static material.

Should this be done in frames or should I use another technique.

Hi,
personally I wouldn't use frames - it can get a bit messy. The easiest way, especially if you are using Frontpage is by using shared borders. These are similar to frames without the seperate pages, if you know what I mean. You put a navigation structure/menu in your home page then all other pages you create can use the same area of the page as your home page. This can be used for Top, Bottom, Left side, Right side etc. If you just check Help for Shared Borders you will get some further info
