Frames! Really Struggling

Hi. Im working on a site at

http://www.naods.org.uk

When you go to the home page you will see their are two frames.

What i want to happen is when you click on the buttons then only the bottom frame changes to the revelant content page..however I have everything happening! Can anybody tell me how i need to set the target frame for my content pages so that the header never dissapears come hell or high water!!! thanks!!

The target in latest news is incorrect.

Should be

<a target="main="../../latestnews.htm">latest news</a>
