Frames in Lotus

First off, I'm new to designing in the Lotus Designer environment so I apologize if my question is basic. I'm designing a intranet, meant to be accessed through a browser rather than a Lotus client. The website has two main navigation areas -- one across the top, the other down the left side (there might be a third along the left side).

I could set it up in frames simple enough, but then I encounter the problems inherent in the use of frames (inability to bookmark, etc). In HTML I would set up a table and use SSI's to get around frames. Is there a way of doing SSI's in Lotus? Would there be an advantage to having an HTML front end that called Lotus routines as SSI's?

Any help would be appreciated.
