Frames design problem

I have a site with 3 frames bottom for nav bar left for text and middle or main for displaying main content.

Is there a way for the left and the bottom to always be x ammount of pix or inches from the edge of the viewing monitor.

For instance on my 19" monitor it all looks great but when you view it on a 15" the left and the main look OK but the botton disapears and you can just make out the scroll bar that appears, I know I can raise the bar up but that means on a 19 or 21" the bottom bar has way too much space below it.

Any ideas please.
