Framed/Unframed Relays (in the EU structured/unstructured)

this is a simple question that's been kind of bothering me. when you have a hardware that supports E1/T1 and is shooting out Framed and expecting framed relays, but the other side is expecting unframed relays; why can you see a loop clearly through the other side?
