framed page with static left nav

I need to know how to build a framed website that has two frames the link frame and the main frame. The link fram never changes and the main frame surfs the internet. How do I set the frame so that it will surf from the address bar without changing the link frame

You dont. If someone types in an address then thats where the whole page goes. If you want other sites included in your frame (not good practice) then your nav frame links just use a target in the 'a' tag to whatever your main frame is called.
