frame

I'm new to Flash and reading Flash 5 bible book. Mentioned below are instructions from the book.

01. Insert two new layers and call them text and ball.
02. Click the first frame of the ball layer.

I'm able to understand and create step 1 but not understanding step 2. I'm not understanding what/where first frame is.

Please help.
