Frame style design using CSS

Hi,
I'm sure I can't be the first person to ask this (but if someone else has - I can't find it!) but I am trying to learn how to recreate the behaviour of frames with CSS,
what I'm trying to create is similar to the Message Labs site where the top logo stays stationary, the footer stays at the bottom of the browser window (including after resizing the window) and the main content scrolls underneath them.
I have tried backwards engineering the afore mentioned site, but cannot get the main content to show.
Can anyone point me in the right direction to find out how to do this?

And can anyone tell me why IE6 shows the complete footer, but
NN7.1, Opera 7.23, Mozilla 1.4 and Firefox 0.8 all chop the bottom 10 pixels off?

Hi.
I have advanced this design on a bit more, but have hit another snag which I can't seem to fix ; (

the Style sheet is at
And the problem is, if there is not a full page of content, Netscape, Opera, Mozilla and Firefox chop the 1pixel border of #content so it doesn't meet up the footer

It works fine in IE6

Can anyone point me in the right direction?
