Virtually any cisco router (2500s up.. I dont know about the 1600s) can emulate a frame relay switch. It's built into the IOS. So with 3 routers and two back to back serial cables, you will have a complete frame *cloud* with two routers, one at each endpoint. With higher density serial port routers (4 and up) you can build very complex frame *WAN* clouds.
