Frame Relay issue

I have a point to point 256K frame relay circuit with a customer based in Seattle, WA. I am based in Nashville, TN the customer keeps complaining of slow connectivity. I can ping from router to router with a response time of 88ms. Is this not an acceptable response time for a 256K circuit?
 
Anything under 100ms you're fine. Sounds like you have a bottle neck with only 256k.
 
88ms over a 256k seems fine to me.

I think you'll have to investigate what he's doing when he believes it is slow. Try and guage if there is any other applications that are not slow during the same period.
You may need to deploy a network probe at the customer site and do some basic network health checks, i.e. looking at TCP ACK latency, TCP retranmissions etc
