Frame Relay Basics

Hello everyone. I just have basic questions, I am taking a course on frame relay and I was asked a question of about CIR and BIR... I kinda understand the terminologies but I was asked two scenerios...

Organization A Coffee House, offering Internet Access to WiFi Hotspots, steady amount of clientele throughout the day.

Organization B Auction House with weekly online fine art auctions that last for 2 Hours each session.

and the link options are:
Link 1 CIR 256 Kbps, BIR 1.5 Mbps Base Price $500 Month
Link 2 CIR 768 Kbps, BIR 768 Kbps Base Price $500 Month
Both Links are Symmetric

Which link would you use and why?

For the Coffee shop, I would use Link 1 with CIR 256Kbps with potential but guaranteed speed of 1.5Mbps; since I am not concerned if bits get discarded due network congestion but if bandwidth is available higher speed could be gotten.

For the Online Auction house, I would use the second link
with CIR 768Kbps and BIR 768Kbps. I would like highest possible guaranteed speed and that is all I want- because the interaction is important I can not have data discarded.

Does this reasoning make sense to anyone... Just looking for some input. thanks.

If your application is data critical you need to ensure that
your data circuits will provide normal and high traffic demands when called upon. Packet lose on traffic generating big money to a customer is very bad.
