Frame relay bandwidth(CIR & Port) 2

What are some rules of thumb for sizing a frame relay pipe?
 
I need an application to monitor a frame network? The objective is to analyze bandwidth usage.
 
Generally you want to keep your max traffic at 70% of the pipe. That gives enough wiggle room for router updates, keep alives and the occasional blip. Keep in mind that your CIR is not the size of the pipe. You can go over the CIR to the size of the pipe but it will normally cost you extra charges.

Example is I have several links with a CIR of 384Kbps.. but, I can *burst* the pipe to a full T1 at 1.54 ( minus overhead) but I incur a "extra" cost for the overage.

As with anything "sizing" is something of a black art and you will get several different answers to what is the "right" one. Pick the one you are comfortable with :)
