frame rates and smoothness in movies

Hi,
I have a small flash intro set at 24 fps. When I run it on my sony machine, it seems to run fine, but if I run it on my old Dell, it is horribly slow. Is there anything I can do the ensure that it runs smoothly no matter what machine?

Also, for some reason, the moving image is not smooth when moving (seems to be shaky,) I'm using actionscript for this (which I got help on so dont' understand fully.) I was wondering if I make the image move in motion along several frames, would that solve the shaky problem or does the shakiness have nothing to do with actionscript. Let me know if you're interested in seeing the flash file and I'll email a pointer to you (don't want to make it public as it's a professional project.)

My understanding on this is that depending on the video card, the smoothness is effected in the flash file from machine to machine. I don't know that there is anything you can do to make it any smoother in a machine with a "crappier" card.
