Frame Property

I am working on a split frame, top and bottom frame. WHen I tried to open my page, the frame doesn't seem to fit the page correctly, how do I set the my page to have anyone look/open it, will fit correctly on the page, not with an extra blank space.

put a 1cell table to fill the page and set its width and height property to resize in percent not pixels. Anywhere is walking distance if you have the time.
