Frame not staying in Frame

I have a simple frame setup. top, left nav and main part where all the pages show. If i click on my links the pages load correctly in the <base target="main"> Also links from page to page work correctly, but when i do a form submition it always jumps out of the current window to the Parent window. Any suggestions?
