frame links not working in browsers

I have a three frame page. The top left is 200x120 pixels in size. It is filled with a Flash animated logo. In PageMill I created a link to a PARENT page. In PageMill it works fine. In Netscape and IE it doesn't. There is no indication the link is there, the mouse pointer doesn't indicate it. Yet when viewing SOURCE it shows the link is there.
