FRAME ALIGNMENT.........HELP!

I have a problem with a file I have created which has two horzontal frames. The top frame contains a header record, the second frame contains the data. Before I created the frames, the data aligned to the headers perfectly, after I put the frames in the data no longer aligns to the headers, even though they contain identical align tags and field sizes.

What I have found is that if I copy and paste the data into the header frame, the header adjusts itself and the data becomes properly aligned to the headers. I think the only way to solve this is to some how link the two frames together, any idea how I can overcome this problem?
 
Is your page live anywhere so we can check the source code? Without that there is not much to go on.
 
The scroll bar needs space. For the header and body to line up both must have a scroll bar. Make row 1 scrolling="auto" but set the pixel height of the row large enough so that the scroll bars will not be activated.
