Can a Merlin Magix 2.0 w/100DCD use a fractional T1 without any additional hardware?

Yes. It just needs to be provisioned accordingly. If you are splitting the T-1 for data, there is an onboard CSU/DSU that will take the data channels over to a router. The router is not included. If this is your intent, you may want to use an INA card instead of the 100 DCD, as the CSU/DSU and router are built in with it.

Thanks Pepperz. I wasn’t planning to use the T1 for data, but that is an interesting idea. If I were to use it for data, and I already have an external router, would I add a second Merlin CSU card to the PBX, configure it for the other channels, and then plug the router into it? Does it matter what protocol you are running on the network, such as ATM or frame relay?

You wouldn't need another CSU/DSU. Think of the CSU/DSU as a "Y" junction such that the T-1 jouns at the base of the "Y" and the Voice squirts out the left branch, and the data squirts out the right branch. The router you have would connect to the 100 DCD to one of the two supplied ports. I THINK you'll need to be on B8ZS, and ESF for that split T, and whatever the data is running on would be separate, of course. I've only seen it as Frame Relay, not ATM.
