FR Statements Changes

Is there a way that the specification range be protected so that users cannot make any changes. There is only supposed to be one person who makes changes to the sepcifiaction file but appears that someone is trying to make changes. I have to correct certain statments at every month end and can't tell if the user is making any changes. I would like to protect the spec range but when I do the statements do not run properly and no information shows up. Any suggestuions on how to protect a statement file so that the users cannpt change the file in any manner. We are using ACCPAC 5.4 with MSSQL Server and have upgrade to Office 2007.
 
Place the Excel FR files in a read-only share on the server.
