FR missing in Excel menu for 1 TS client 1

We have upgraded to Excel 2003 from 97 on our server SBS2003.

Workstations run Accpac via Terminal Services.

One user cannot see the FR menu item in FR designer while others can. He used to have it before Excel up grade.

Works fine for other users. Tried creating a new user by copying a working users account and found the same problem.

Searched for answers to no avail.
