FP 2K3 code question

I have used Front page 2000 for a few years now, and here is my problem now.
I have recently paid a company to build a dynamic content web site using php, I need to edit the html pages that contain the code, but not actually edit the code.
I always used Front Page 2000 for html editing in the graphical mode, but it will not open the index.php and other files without displaying a bunch of code all over the page. Will Front page 2003 display the pages correctly?
Is there an editor that will allow me edit the page html in a graphical interface?
I tried Dreamweaver MX, but it's $400, a bit steap.
I also tried spider writer, but it wants to open the pages in notepad when I attempt to view the output.
Any ideas appreciated.
