FP 2000 - Themes - Horizontal Line

I have noticed in the themes panel for FrontPage 2000 it displays a themed horizontal line.

Does anyone know how to insert that component into the web page?

I would hazard a guess that the cascading style sheet would substitute <HR> tags for the graphical element but it doesn't seem to work that way.

Any pointers welcome.
