Foward no answer to voice mail

Hello,
I am having a promblem trying to figure out how to foward no answer a call to voice mail after 4 rings. The system is a Panasonic KX-TD816 with a TVS75 voice mail. I am not familiar with Panasonic so i am asking if this is done on the voice mail side or the switch side. Also can this be programmed on one phone for all stations, or on each phone? I only have the manual for the voice mail and have not been able to figure this out.

On the KX-TD1232 with both the VPS100 & VPS200 I go to the individual phones and dial 710-3-165. It may be different with your system though.

710 is the forward-to-mailbox command
165 is the default voicemail extension
3 is for busy

710-2-165 all calls to VM
710-3-165 busy to VM
710-4-165 no answer to VM
710-5-165 busy/no answer to VM
710-0 to CANCEL all forwarding to VM

Does this flash the FWD/DND button on a digital set? If so, is there any way to forward to VM with out making that button flash?
