Forwarding with original callers Caller ID

I am trying to figure out why forwarded calls will display original caller ID and sometimes it will dislplay the main number. I have IP500 with 6.1.5 and PRI with 8 Channels.
I set up a short code:
8N
Dial
Nss
0

Here is the senario: A number on the PRI is forwarded (using the 8 access code)to a cell phone. when that number is called sometimes it will display the original caller ID and sometimes it will dislpay the main number. From the testing I have done it works with some carriers and not with others. Is there anything that I can change on the PRI that would help?

Any ideas?

More and more carriers in the US are blocking non facility related caller ID and in fact there is legislation in the works to make it illegal in most cases.

I don't think that is the problems because in some cases it works with verizon and in some it doesn't. I just didn't know if there was anything that I could try through manager.
